can I program Bureau County trunking with my PRO-164. Not sure where to fine frequencies

The only public safety agencies on a trunked system in Bureau County are the state-run agencies (ISP, DNR, etc). They're all on StarCom and StarCom is a P25 system which I don't believe the PRO-164 will receive. The rest of the frequencies used in Bureau County can be found at Bureau County, Illinois (IL) Scanner Frequencies and Radio Frequency Reference .

So can I still not get StarCom on my saner?

In a word, No. StarCom is P25 digtal which your scanner will not decode. You need a Pro 106 or 197 to get digital.
