Whether Whstler or Uniden, there is no short answer to your question. It depends upon the services, trunking systems and discrete frequencies you want to listen to. My impulse is to say the WS1040 would be insuffcient. Look at

I've given up trying to follow the shifting radio design machinations in Burlington county, and just monitor 154.22 -- tone-outs -- and 124.15 -- MAFB A/D -- using a 1997-vintage RS PRO-2041 --
http://www.rigpix.com/rs-realistic/radioshack_pro2041.htm -- that runs 24/7. It is a bulletproof scanner. The radio only shuts down if the older UPS runs out when a power outage lasts more than four hours. Oh, and I do usually monitor K2AA-145.290 and KC2QVT-448.325.
