PayPal does not charge a FEE for Friends and Family. If you use the regular PayPal a FEE is charged and they will help you.

If someone is trying to "beat the system," there's no reason why PayPal should help. I'm sure the request came from the other end because he wanted all the money he could get. One of the reasons I use PayPal is for the protection it affords.
