Buying New Scanner

The county where I live (Wayne County, North Carolina), is getting ready to switch over to Viper and I am familiar with trunking but not sure if that is the same thing. I want to buy the scanner that will be compatible for their new system and here are some terms that they are talking about:

FCI 900
Motorola Type II
Project 25 Standard

Do I have to buy a digital scanner and if so, how do I go about programming it when I buy the scanner? Any help with this would be much appreciated!

Just something to keep in mind, if your system does go digital, it gives them the ability to encrypt their signal which no scanner will here properly.

Since they will be going to a digital system, you would have to have a digital capable scanner. However, because they are expensive radios(around $500) I would wait until the system is put in place and find out if they regularly transmit everything encrypted.

Analog radios can use encryption as well, not just digital ones.
