Buzzing

I will sometimes hear like a buzzing transmission on radio. Occasionally it is consistent and occurs every set amount of time. Is this like message encryption, or what?

Probably not encrypted communications. More likely interference from some electric device nearby from your description.

Either that, or a digital transmission on a channel programmed as analog.
