Here in Santa Barbara County Cal-Star is still using analog. There are two issues to consider. One is a possible change to digital for Cal-Star dispatch. The other is on scene and helicopter/hospital communication.

Even if they move to digital modes for dispatch, they will still need to maintain analog communications for tactical use. I listen to the Cal-Start repeater on Santa Ynez Peak, but most of the communications with grounds units are on the county fire frequencies or on Calcord. Hospital communications are on the standard medical channels. Thus, even if they change modes for dispatch, most of the communications will be on analog frequencies.
