I agree that the new organization makes better sense, but now there's no mention of districts in the talkgroup list. Unless I'm missing something.
So someone new to the system would have no clue what talkgroup is dispatch for 8 district for example.

On any given day CPS Talkgroup A2 is the dispatch for District 2 and District 3. Living in District 3, when I first got my scanner I parked it on A3 and nothing came though, it was later I found out it's because they only split up the channel if there is a major emergency.
No one file will ever have all the information for a new person, however if we keep the talkgroups set up in such a way that if someone wants to hear 'Law Dispatch' for Calgary, it works with minimum of knowledge of the system, and can be fine tuned by the features in todays modern scanners.
