California Whiskey 2xxx callsigns?

Does anyone know who uses this callsign format?
For example: California Whiskey 2010, California Whiskey 2009, etc.

I log them on several VHF repeaters in the San Diego area.

As mentioned it does sound like CBP and/or it's sub-agencies.

Manytimes they might also have a number vs California
Here in New England we have users as 1DoD1234
since New England is Region 1

Looks like out west they indicate by State

I've heard Units in the Boston area ID a number of ways. Mass Alpha ###, M.A. Alpha ###, Massachusetts Alpha ###, 1 Alpha ###. I guess it kinds of depends on the Agent and how long he's been using the radio and what he's used to using. So I imagine that they could use C.A. Whiskey ###, California Whiskey ###, CAL Whiskey ###, 7 Whiskey ###. As long as Charlie 100 knows who he's talking to all is good.

Subscribers to the CBP network are not supposed to use region numbers anymore, just the state. It appears that the "old timers" are the ones that can't break the habit.
