None of the talkgroups listed under Philadelphia are part of the city's system or even a Pennsylvania based trunked system:

They look like they are part of some DMR or NXDN system that is probably set to the statewide county and is being captured, therefore it shows up under all counties

some of the talk group categories are set to systemwide so they are going to show up in every county where the system operates

Yup, set to "Systemwide" on purpose because the talkgroups within some categories span more than a single county.

I've removed the system from Philly, since there is no longer a documented site in or near the city. There is a site in Pike County, however, so that remains.
