Unless things have massively changed, ALL CREW MEMBERS are to be on the road channels while in operation, 47 and 96 respectively. When in the yard, they are to all be on the yard channel.

Yup!
And...
These radios are ht's INSIDE a metal tube...so you can't expect that signal to go far outside the tube. I really doesn't have to go too far anyway.

Yes, everyone is on the road channel and almost all outside traffic to dispatchers is passed thru the engineer because he has the radio with the most power...and his radio works better in the tunnels when talking to dispatch.
That's for the conductors and engineer and train staff.

The security and train cops are a whole different story and that depends on who has those police and security contracts. Some carry 2 radios to be on the RR ch as well, but not always.

As a railroader, I know this. ;) I didn't think Caltrain would've changed their SOP after years and years of doing it the RIGHT way.

Should someone let Caltrain know? :D
Let them know what? LOL!

conductors and assistant conductors also have PTToC devices they can use to talk to one another, or with the duty manager in the control center. At least that was the case a few years back.
