Cambria County, 464.4, and 10 Vogel St?

Does anyone know what is up with this frequency?

At first I thought it was only licensed to Vo-Tech and 10 Vogel St was probably just where they decided for some reason to put the transmitter.

Yet, I noticed two other licenses in the FCC records for the same frequency, same address, and even same power.

Is 464.4 some kind of shared frequency and if so, does anyone know the PL/DPL tone(s)?

THE FREQUENCY YOU ARE ASKING ABOUT IS A COMMUNITY TYPE REPEATER SYSTEM. (FB-4) LICENSE.

mANY TIMES THE OWNER HOLDS THE LICENSE AND RENTS OUT SYSTEM SPACE TO MANY DIFFERENT
USERS. EACH USER HAS A DIFFERENT TONE SO THE DIFFERENT USERS DON'T HAVE TO LISTEN TO
EACH OTHER. tHERE ARE ALSO SYSTEMS WHERE EACH USER HAS THEIR OWN LICENSE BUT STILL USE
A COMMON REPEATER WITH DIFFERENT TONES...
