Rumor had it that a municipal wireless network was going in place in cambria county.

Accross any IP infrastructure network VO-IP telephony, LMR Radio, and DAta can be moved.
A quick check of http://www.conxx.net/ shows that it is an ip backbone on a wireless platform for data (of course you can move VOIP telephony, and LMR as well as data accross a data network with the proper equipment).

As far as the RF side I believe a new UHF radio network was installed on analog/narrowbanded FM. What that means is non narrowbanded equipment such as scanners may pickup more than just the sole channel trying to be monitored.
