Came accross this tonight 952.256900MHz weirdness

I was hunting all over trying to figure out what this could be, and where its coming from... No matter what I did or where I moved it didn't change, I even changed to a different SDR I have 2 rtl-sdr v3's and 1 rtl-sdr v1? or whatever it is, used my laptop, desktop, and my tablet same thing and it really didnt change much at all... Anybody have any idea? I've got over 3 hours into watching and listening this when I posted this,let me know what y'all think...

Your pics aren't high enough resolution for me to read it. How far apart are the two signals or is it one signal?

940-960 MHz is used a lot for SCADA. A lot of times the frequencies in that band are paired. It could be a water, sewer, gas, electric or pipeline utility, AM/FM/TV station tower/transmitter monitoring system, or some other industrial use.
