can anyone help me program my scanner?

i have a pro-97 series handheld scanner. I cannot get it programmed,(im pretty smart and i can't understand the directions from the website) -i have taken it to radio shack and they cant do it. its an 05 radio shack pro 97 serial# c086280
i live in austin, tx. i would like all the police, fire, ems, sherrif, ect ect....
can anyone just give me the simple directions for programming it?
one guy at radio shack told me it needs some kinda update but then he couldnt explain how i do that.

If this is your first trunk tracking scanner, there is a steep learning curve. Start with the manual for the scanner from Radio Shack (PDF). BUT, two things. First off most people no longer program these radios by hand. There is simply too much to enter. We use programming software. I use WIN97 for that scanner. That means you'll also need the cable to connect it to your computer.

HOWEVER, Austin Texas is mostly a DIGITAL area and you can't monitor that with the PRO-97. Check here. The equivalent Radio Shack scanner that will enable you to monitor Austin is the PRO-106.
