Can anyone identify this audio clip

Hi, Im from New Zealand and have found a repeater in my area transmitting some sort of signal every 30 seconds or so, I know it belongs to a power company and they do use MPT1327 trunking but the frequency for this repeater is nowhere near the 400mhz trunking band in use here.

Also that site isnt a 'virus' its a file locker so of course some idiot will use it to host cracked programs etc
