Harford County uses it as there TRS.
Harford uses a combination of their old infrastructure, old channels, and channels they licensed as a CMARC partner for their local public safety communications needs. CMARC was intended as a regional interoperability network built for mobile coverage, but FIRST has basically supplanted it with statewide portable on-street coverage, rendering CMARC essentially redundant. Not sure if Harford has their own core and uses the CMARC core as a backup.
Martin State Airport Staff uses CMARC (sometimes they also use FIRST).
Not sure if Baltimore Environmental Police still use CMARC? (at times I would hear them on FiRST but haven't heard them on there for a long time.)

I never hear Balto enviro PD on the system
It is still very much active. daily PD-FD and county service operations can be heard day and night. not too much encryption is used which is nice.
They have their own Core... per original mapping of the system Harford is Cell 1, Baltimore City/county is Cell 2 and Howard/Carroll is Cell 3
Additionally, all infrastructure for 8CALL/TAC1,2,3,4 is all on air and active.
