Hi, there is a radio i have seen on ebay that is capable of excepting my local pd's frequencies. If i put my pds channel on one of the channels, would they detect that i am listening, because i was thinking of putting thier channel on it, but i was wondering do you have to transmit for them to track you, or even if its on thier channel will they know. They are not trunked.

They won't know about anything until you transmit. And FYI most radios can be programmed so that they are unable to transmit, so you might check into that.

can you put it when you program a radio that only one channel cannot transmit, and the rest can?

I don't remember what the actual GP series bandsplits are BUT if they match what that guy is advertising you are out of luck if you are wanting to hear those 500 Mhz + freqs. you posted.

Personally, I would look for a good T-Band Systems Saber or 450-520 HT1000. You will be much happier in the long run.
