TRX-1: Can I lock out a frequency during limit search?

In my general options, Skip = Lockout is set, however when I hit skip when stopped on a frequency during a limit scan, the radio resumes scanning but does not lock out the frequency. In other words, it will stop on a 'locked out' channel next time it comes around in the limit search.
To add to the fun, the frequencies I have locked out DO appear in the search menu's Lockouts list

I feel like I used to be able to fully lock out frequencies. What may I have changed? Thank you!

I have Skip=Lockout not set and its skipping analog conventional channels that doesn't have any CTCSS/DSC in Limit Search. I have none of the boxes for digital modes ticked.

I don't know what happens if a frequency use different subtones, or none when the squelch on a repeater isn't open, from one time to the next, if it thinks that it is different systems or if it only checks the carrier frequency.
