Can I use my scanner in Europe?

Took my scanner to the (E), Germany, Croatia, Serbia, Switzerland etc. ( Useless ) P.S. Serbia police not too friendly, if you do go there use caution with P.D. etc.
What about Bosnia ?
I can’t find ANY frequencies besides a few UHF on a local forum. Also don’t Serbian first responders use Tetra or DMR ?

I cannot say for the current era, but as recent as six years ago it seems like Serbian police were using analog Motorola Waris series portables.

The exact same goes for Sweden and I also believe Denmark and Finland but I think Norway might have some more restrictions for scanner use.

Is this true? I've been looking for information regarding the legality of scanners in Finland since that's where I live. All I've been able to gather from the Finnish web is that the telecom laws are the same as the UK (not the Netherlands) i.e. anything but broadcast&ham bands are prohibited, and if not prohibited, frowned upon to listen to. I read somewhere that yes, you can listen to, but you can't share or act on the information received.

But that was in a forum thread from 2011 in a Finnish discussion board. It might have changed. Does anyone have any current information regarding this topic? There are radio sites with frequency listings in my country, but I don't know.
