Can SDR be used to listen to EU PS radio

Can a SDR system be used to monitor European public safety comms?
I believe most countries use a TETRA systems.

Depending on country this might be prohibitive (most likely all countries) and if comms are encrypted then no issue regarding monitoring.

If it's unencrypted then I believe the answer is yes. There is an app for that. But the encryption would put the kabash on any listening, never mind EU laws on monitoring PS systems, which are much more restrictive than we have here.
