I will answer this, but then I am going to close it as it really is already covered in the scanning forum.
The rebanding of the 800MHz band, simply is a way of moving the current interference (read NEXTEL) from the public safety communication by seperating the current SMR channels from the Public Safety channels. According to Paul at Uniden, your BC296D will be able to be re-flashed with updated firmware, which will be issued after the first systems are rebandded so confirmation can be had as to what must be done. The current thought about your 2096 is that you can reprogram it using the 6 tables available via software (Win96) to match the new channel lineup.
Finally, Minneapolis is not using any type of EDACS system. They are using an APCO25 system, using the P25 9600bps control channel (not 9600 baud). If Minneapolis was using EDACS digital, you could not monitor the system with a scanner.
