What part of Orange County are you in? Are you near international drive? Disney? Would help a little bit because there's multiple licensees on this frequency in the county.

Disney's using PTToC now. Since you are hearing analog traffic, maybe Marriott World Center which is not far from you. This frequency and a bunch of others are licensed for Disney's old MotoTRBO system which is gone.

It's definitely gotta be Marriot road center since I looked up some images of it and found some pictures of its water park.

Sounds like you need to take a little road trip and do some near-by monitoring of the inputs to confirm, and maybe find other channels in use

And here's how not to do it...

Stay on frequency with no tone set, does it ID its callsign after some time? This is when it pays to know some morse code. Just the trailing digits should suffice to help you nail down unknown stations

take two scanners - one on 451.8500 and the other on 456.8500 and while in the area, if you hear both at the same time, you've narrowed it down some

I wish I was here longer but I'm leaving FL today but I'll be back soon to monitor.

with the old radio shack scanners i would put one freq in the lower limit search and the other on the upper and just hit the arrows or limit.
it has been quite some time.
i guess you could make a bank or system/folder with just the two in it and hit scan when you hear anything.

as a general observation of sorts --- many of the smaller theme parks and attractions in the disney/universal/sea world areas ---- do not have listings in the RR dB. One in particular is "Fun Spot" - which has two locations in the greater Orlando area.

most of the larger hotels have swimming pools that are more like attractions than pools.

most of the hotels in this area (there are literally 100 of them) - do not have RR dB listings.... and some of these can have some very interesting radio traffic.

This area is a bit too far for me to hear from home - and I'd love to see some updates/additions to the RR dB for the smaller attractions and resorts/hotels.
