BCD396T/BC996T: Can the BCD 396t pick up APCO phase 2 after upgrades

Any help would be appreciated, thanks.

I haven't it used it in a few years and it can pick up my city's department, but now it says it's uses APCO phase 2.

The BCD396T can not monitor phase 2 systems. There are no upgrades available that would enable it to do so.
