Just thought I would add this in case anyone was curious.VSELP (Vector Sum Excited Linear Prediction)is what the acronym stands for with this digital voice format used by Motorola radios prior to IMBE(Improved Multi-Band Excitation)coder for voice format was implimented.IMBE is to be the Common Air Interface (CAI) specified by the APCO-25 standard, no scanner can decode the VSELP format and it is old technology.I belive there are a few of these old systems around here in my state of NJ other than the City of TRENTON. VSELP is not in anyway nor ever will be APCO-25 compliant.
