Cannot assign system quick key (396xt)

I am using Freescan with a 396XT. I have a Motorola type 1 system with several talk groups. I would like to assign a system quic key to the system and various group keys for the talk groups. If I assign a quick key to the system, when I scan the system number shows up as a * and does not scan. If I remove the system quick key, it scan properly. I have banged on this for an hour or so and am just not getting it. Can anyone help me out. Thanks in advance.

You need to press the number you set as the quick key to change the * to the number and start scanning it.

I do that and the * goes away until the scanner tries to scan that system and the * comes back on
