Can't acess St. Louis county's participation plan.

Is there a way I find St. Louis county's Armer Participation plan? I am having trouble acessing it through the state public safety site.

PS UniTrunker count from the Duluth ARMER Simulcast site is TGID 121 and User ID's 707
(about one month of monitoring)

I was looking for the meeting minutes where it mentioned how many talkgroups would be clear and what others would be encrypted.
