Can't hear NYS Metro p25 system

I'm trying to monitor NY State Metro p25 system on a BCD325p2. I have no issues on any other trunked or conventional system, but I hear nothing on this system.
As far as I can tell, I've programmed this correctly (using arcXT), the control channels are correct, talkgroups correct.
The freqs are around 851 MHz, and I'm trying both with a discone (roof mounted) about 20 mi north of NYC, (I get that this might be dicey, but UHF nypd comes in here perfectly) or, using a remtronix REM800B antenna in Times Square, 25 floors up by a window, also silent. Worse, I'm getting "finding control channel" alternating every second.. in both locations. Why would I be not seeing the CC, especially in the middle of NYC up high?
It's not an active system, and 800 Mhz is tougher, but the finding CC message throws me.
Any suggestions for what I am missing (besides the activity)? (prog screen grabs attached

You might want to put the control channel in your Scanner’s VFO and see if you can at least hear that. The post above has the current CC. Can you at least hear that in a search mode?

Could be simulcast distortion. Previous posters (in the NY forum) seem have a particular issue with that for this system.

I hear static on 851.0375 on the 325p2, no audio.... on my 536 I see DAT P25 NAC904h . pop up, but no audio...

According to Unitrunker, Metro 25 has transitioned to Phase II. However, the system is still utilizing Phase I transmissions as well. You should be able to receive them if you have selected System Type-P25 Standard. It appears that Metro 25 is tied to the Metropolitan Regional Radio System (MRRS) as the TGRPs for MRRS as listed in the Database, are the same as those being transmitted over Metro 25. The MTAPD TGRPs in 90xx range are Phase II while all other TGRPs on Metro 25 are Phase I.
