There is still a lot that can be heard in your county but unfortunately, as has already been said, most of the police talkgroups are encrypted. Police do this so that nobody except those with the department's radios can hear what is going on. No scanner will ever be able to hear an encrypted talkgroup. Whether this is good community relations or not (encrypting everything), that is up for debate. Lots of times the Dispatch talkgroup is not encrypted and the Tactical (TAC) talkgroup(s) is/are encrypted. In Somers Point, perhaps their operational protocol includes sensitive information over the Dispatch talkgroup (Somers Point Police 1). This would be the case if the dispatcher is giving out 10-27/10-28 (drivers license/vehicle registration) information on the Dispatch talkgroup. In our county, that talkgroup is called Teletype (TTY) and is encrypted. In our county, we also have a large number of talkgroups at our disposal of which quite a few are not encrypted; especially the dispatch talkgroups. In the case of Somers Point, they only have two talkgroups. Perhaps the TAC talkgroup (Somers Point Police 2) is reserved for drug busts and other sensitive operations. That might explain why both talkgroups are encrypted.
I hope that gives you an operational sense of what may be going on in Somers Point. Of course, it doesn't help you with respect to being able to hear the Somers Point law enforcement talkgroups. Let me know if you have any questions.
