Our cruise group is having discussion about this.

I am interpreting this as "Ham radios/amateur radio equipment" are exempt from the prohibition and are permitted. (The bold italics was added by me.)

Does anybody else interpret this differently and, if so, why?

Carnival Cruise Line Prohibited Items, Exemptions and Other Considerations

Carnival Cruise Line prohibits weapons, illegal drugs and certain items that could interfere with the safe operation of its ships or compromise the safety and secure environment of its guests and crew. Carnival conducts security scanning of all luggage and reserves the right to confiscate any item, which in Carnival’s sole discretion, is deemed dangerous or can pose a risk to the vessel or its guests. Items will be removed and disposed of and no compensation will be provided.

We suggest all luggage be unlocked before turning it over to the porters in order to avoid any inconvenience or delay in delivering the luggage to your stateroom. For additional information, please refer to the terms and conditions of the Cruise Ticket Contract.

Before you pack, please take the time to review the following.

Prohibited Items

  • Any illegal narcotics/drugs including synthetic, designer drugs, marijuana, cannabis and cannabis derivatives such as Cannabidiol (CBD) items which may be labeled as medical marijuana. While certain CBD products used for medicinal purposes may be legal in the U.S. based on state and local laws, they are not legal under U.S. federal law and in all the ports we visit and therefore are also considered prohibited items.
  • All weapons and any item made, adapted or intended for use as an offensive weapon: firearms (including replicas, imitations and their components), spears or spear guns, crossbows, crossbow bolts and long bow arrows; blunt weapons, including knuckle dusters, brass knuckles, clubs, coshes, batons, flails or Nunchaku; sharp pointed weapons, including throwing stars; air, BB, pellet pistols or rifles, stun devices and tasers, any projectile-weapon, including paintball guns, etc.

You may find that Dock-Side security (Cruiseport vs Cruiseline) may question and confiscate vs the Ship. Best to get something officially in writing from the Cruise Line

I've been on 19 Carnival Cruises since Nov 2022 out of numerous ports in the US and Australia. Not a lick of a question or problem bringing my SDS100 scanner on board. At times I also brought a portable ham radio too. Again no questions or issues. The same non-issue on NCL, MSC or Virgin (20 additional cruises in that same time period). I always carried it in my carry on luggage.

Having been on numerous Carnival and NCL boats, I’ve never had an issue with any portable radios such as sds100, evx-s24, or dtr700. They were packed in checked bags with antennas removed.

I’ve seen plenty of people carrying Baofeng or FRS blabbing to their kids. Nobody paid any attention to them.

Something to get the crew’s attention would be to carry the same radio they are using. I Don’t bring M xpr7500 or 3500 used recently on Carnival and NCL.

as has been said before, YMMV and each and every person has had a different experience. Good, Bad and Ugly
and unless I had something in writing, I would only attempt with a departure/arrival at the same port, otherwise you may never get the equipment back.

Just providing my experience since 2022 on 39 cruises on multiple lines in multiple countries both round trip and one way. I haven't seen any recent threads where someone had their scanner/radio confiscated and not returned.
If there are threads on this please direct us to them.

Guess you haven't looked, despite it being mentioned more than once (and it is not rumor, as it has occurred to me on RCCL)

Well, that is funny. Looks like mostly my threads about asking if one has been confiscated. Can't just look for the word confiscated.
Other than yourself and one other on Royal Caribbean (good reason no to sail on them besides them be so expensive) I don't see much since 2021.
So, I'll stick with my comments and experience.
Agreed, YMMV.
LOL, don't cruise on RC!
I am headed out on a 7 week cruise on March 1. NOT on RC that is for sure. I'll have my SDS100 with me too.

I got on without any issue and the radio was in my carry on.

They took the Diet Coke out of BOTH of our 12 packs, however. They taped them back up after finding cans of Diet Coke in them.

I took a Carnival Cruise to Bermuda back in 2022 out of Manhattan. I brought 2 dual band HT's with me. One in my luggage and one on my hip. The one on my hip was confiscated at the terminal and security gave my a receipt for it. This delayed me from boarding while they figured out if amateur radio equipment was on the restricted items list. The one in my luggage made it to my stateroom without a problem. When I returned to Manhattan at the end of the cruise they returned it to me when I gave them the receipt. While I was waiting for my radio (along with other travelers) I noticed many people having GMRS radios, FRS radios, Marine radios, etc. returned to them. Once again, delays.

Just took a cruise from Baltimore on the Pride back in Oct 2025, had my ft-1 , 325p2, 2 frs radios and a couple sdrs with me. The frs radios were in the checked bags and 1 got turned on and the squelch opened all the way. The 325 was also in the same bag along with my laptop and a copy of my fcc license. Can't remember if I had a copy of the exemptions or not. The ft1 was carried on in my cargo shorts. Had no issue with any one about them. Had the ft1 beaconing on aprs in my pocket until bedtime, was still in the sound so was still legal. Left it off the rest of the cruise. Tried to use the frs with friends about 15 rooms away and they couldn't hear me, sdrs were useless deep inside where our rooms were. Next trip I'm probably only going to bring the ht, everything else stayed packed, didn't get anything out in Bermuda either.

Has anyone been on a Holland America cruise recently and carried on a scanner or any handheld transceiver? I would like to take a BCD325P2, Yaesu FTA-250 airband and Standard Horizon HX40 VHF marine. The FTA-250 and HX40 are quite small and similar in size to the BCD325P2. I have no desire to use a Amateur Radio HT on the trip.

If I do not carry these radios, I will take one of these which I recently bought.

It works pretty well. I would use it to monitor VHF marine and aircraft.

It may well depend on the mood of the person checking you in but I have a foolproof solution. Leave the blankety-blank radio home and enjoy yourself.

and we have some new Carnival prohibited items.

Restrictions on communications and network equipment has also been expanded. Items such as satellite phones, routers, communication scanners, wideband receivers, and satellite dishes are now clearly identified as prohibited.

40 cruises in a little over 3 years. I haven’t been questioned yet. Those items have been banned for that whole time as far as I recall except for the sat dishes.
I’ll continue with the status quo.
The other night had a helo evac outside of Funchal. Major detour for us as we were starting the trans Atlantic crossing. Listened to the whole thing.
That is why I enjoy listening
