Carrier on OKC UHF Tac M/A

Anyone know why for the last week or so, that the Oklahoma City Mutual Aid Calling, Tac1, Tac2 and Tac3 channel have all had a constant carrier on them??? They are 453.2125, 453.4625, 453.7125 and 453.8625. 8625 has been the strongest in SE OKC and 7125 has been the weakest.

OKC radio shop is using the lazy way of checking out coverage, nothing like dead keying and driving around checking for the dead spots. Its only the taxpayers money, right?

I dont know enough about the commercial side of the FCC to answer that question. Maybe someone on here can answer it.
