It seems like it would have been easier to add a few towers to MPSCS, than to make a whole new system. I would especially think that, when the system is supposed to be interoperable.

Well, if the MPSCS is *REALLY* P25 compliant, it won't matter. Both Cassidian and Harris have already tested compatibility, and others have as well. The ISSI portion of the P25 standard has been set for a while now, and has been used to connect disparate P25 trunked systems in several areas.
So it's really just a case where this group feels they would rather have their own system and equipment then be bullied into taking what someone else decided for somewhere else. Cheers to them!
