I notice their vans had lowband whips on them. Do they have lowband radios in the vans? Also I saw one of their new ford cars had the normal 800mhz antenna.

The transport units have CHP radios.

You will notice that just about every transport bus Statewide has a low band antenna. Each of them has a call sign for CHP in the event that they need to call for help. Some of them can use CLEMARS on VHF, UHF or 800 what these days is no guarantee that anybody's listening. CHP will usually answer on UHF but it is not available except in Metro areas.
