Cellular contract regulations

I read in an article that there is a federal regulation that if you cellular carrier changes the terms of your contract midway through then they have to let you opt out and cancel your contract if you so desire without imposing early termination fees. Does anyone know the CFR title, part, and sections numbers for this regulation? I would like to read it for myself. My carrier is being acquired by another company and most likely there will be changes to the terms. I would like to opt out and change carriers if I can.

I don't believe that the Feds get into setting contract laws; which is what you have, most likely there is a clause in the contract stating that the carrier can change the terms and conditions at any time. Also most contracts can pass to a successor carrier.
