Center City Phila unknown UHF Cap+ system

I recently mapped a CAP+ system after noticing frequencies with common talkgroups pop up during my daily UHF scans. I'm unable to locate a license (current or expired) but the system maps as follows:

464.700 CC-5: LSN 1 & 2, LCN 1
464.650 CC-9: LSN 3 & 4, LCN 2
464.550 CC-8: LSN 5 & 6, LCN 3
464.900 CC-7: LSN 7 & 8, LCN 4

Talkgroups are 101, 102 & 103. Primary ops as of this posting are on 103. Operations are focused in downtown Philly. Units are identified as P1 through P(15?) Rover 1 & Rover 2. Units give reports about vehicular and pedestrian activity throughout various points downtown, outdoor dining activity, etc. Some city enforcement agency of some sort. Can anyone provide any insight? Might it be related to the two companies listed at the bottom of this article?

Been a minute since I've lived in center city, but apparently CCD has been augmented, and the locations in that audio clip do track with CCD areas.

I believe it may be Bearcom system ??
They had CCD on a conventional frequency and they recently have left it. I’m almost 100% sure it’s CCD.
It is strange that it’s not licensed?

I looked at yesterday's log & did some UID reviewing. Didn't observe any channel jumping so it appears that talkgroups are broken down by services. Looks to me like public safety is TG-103 (makes sense with "P" unit identifiers in my earlier audio sample). Not much traffic on TG-102 today aside from a few morning radio checks. On TG-101, heard a few full trash can reports on so I'm thinking that may be the cleaning crew channel? I'm right at the fringe of the monitoring area at my QTH but I've got my SDS100 set to record at work, closer to the city so it should pick up traffic my 536HP back at home may miss. Trying my best to be absolutely certain about who uses what talkgroup before I submit the info to the DB..

TG-101: Community Service Reps (CSRs)
TG-102: Possibly Homeless Outreach? Not as active as other TGs, no common UIDs with other TGs. Apparently only active during daytime. Website states they patrol from 8:30 to 3:30 daily, which makes sense since this is when today's transmissions seemed to stop...
TG-103: Safety Patrol

How do you set up the system on my scanner I looked in a database but I didn’t see the system for this in the database

Alrighty well I submitted what I've figured out so far. Still can't get a definite confirmation on TG-102, very few transmissions after a few days' monitoring. Will submit update at later time if I'm ever able to confirm use...

What section of the database would it be im i looked at It And I didn’t see that look in Philadelphia I didn’t see it

He submitted it a few minutes ago. It hasn't even been assigned to a database admin yet, much less added to the database. Patience. ;)
