central pierce fire and rescue new dispatch

Is this still correct? I don't seem to be getting any hits from Central Pierce, and I used to catch all of their stuff.

Actually their dispatch frequency is 154.295(131.8) and they use either 156.240(173.8) or 154.160(131.8) for responding.

Does a person *need* a scanner to listen to Central Pierce on 154.295? I can tune my FM ham radio to that freq but I can't make out what's being said through all the static, and I live by theSouth Hill Mall in Puyallup. There's probably some easy explanation but I'm new to all this stuff.
