This page: 1645034304794.png shows 3 CCs', but no ACCs' for NCCIW; 5 ACCs', but no CCs' for CP.

Then this page:1645034678592.png

All 3 CCs'(noted on the previous page) along with 3ACCs', for NCCIW
Again, No CCs', but an additional 5 ACCs' for CP

I have not been able to find any CCs' anywhere, for CP

This is a NXDN system and control channels change at least once a day, thus anyone of the outputs could be today's CC. Also, you need to be within a mile or two to hear them as they are low powered.

Also, you mention two (of the three) different prisons in Raleigh. They are all separate systems, not one. Some of the channels you mention are inputs (the higher matched freqs), not outputs.

I know they are all NXDN and need a separate system. But I didn't know about the CCs' changing. Regardless, I put in all three CCs' for NCCIW but again. No mention of CC's for CP.

ALL output frequencies are control channels. They use a different one daily and randomly rotate through at different times, sometimes 24 hours, sometimes 12 hours. This is the same for each prison's NXDN system throughout the state.
