CF-18 Not Recognizing Programming Cables

I am running Windows XP on a Toughbook CF-18, my programming cables are not detected on this machine at all, they won't even show up in Device Manager. I have checked the cable on two other machines, one running Windows 10 and the other also on XP. I have installed the driver manually, reinstalled my USB drivers, and updated all drivers. The laptop is still reading USB memory sticks, but will not acknowledge the programming cables at all, all of my Cables are from BlueMax49. Thank you in advance for any help, and I can provide more detailed information if needed.

Did they used to work, and then fail...or did they never work from the get-go?
