I did a Google search and came up with the following frequencies for the CF&E Railroad from this web site http://www.trainweb.org/fwarailfan/fortwayne_freq.htm:

RailAmerica/CF&E
Chicago Fort Wayne & Eastern Railroad
161.490 - Mike and west (NS Chicago District dispatcher)
160.380 - Mike interlocking (NS Huntington District dispatcher)
160.800 - Mike to Adams (NS Kankakee dispatcher)
161.070 - Adams and east (NS Pittsburgh West dispatcher)

The frequency map located at http://www.trainweb.org/fwarailfan/fwafreq.gif indicates the Decatur line frequency is 160.800.

The logical thing to do is to put your scanner in search mode
and search 160.2300 - 161.5650. If you can see them talking,
then you should get a confirmation when your scanner catches them.

A Pro-83 with the Signal Capture feature would be of great use in
a situation like that.
