Changes to Dane Co. F-Frank 154.250?

Does anyone know if anything has changed in the past few months with the Dane County/Fitchburg F-Frank (154.250) repeater system? I used to be able to receive the repeater with no problems on my portable scanner with stock antenna in Verona. Now, I cannot receive any signal at all on the stock scanner (I've tried 2, it's not the scanner). If I turn on the radio connected to the j-pole antenna I can receive the repeater at approximately an S-4 signal level, which is lower than I'm used to. Could there be a tower site that's offline?

I heard a call today around 2:30pm today that was for Fitchburg Fire/EMS and they used channel F-Frank. I heard it without any problem from the Sun Prairie area.
