Changes to NSRS?

According to this link which is updated weekly, there appears to have been some very recent changes to the NSRS.

I'm not capable of deciphering exactly what this means but I'm sure that someone will be able to.

Changes to NSRS & Other Systems

It is not very unusual for a given jurisdiction like the NDOT to apply for and be issued a license for a given site for given frequencies but not implement them for quite a while.
Some entities drag their heels especially government when it comes to changing something. My suggestion is to simply begin to monitor any newly issued frequencies for a given area assuming you are located in or near there and note any activity.
