BCD396XT/BCD996XT: channel stutter

i have a 996xt new, use free scan to auto program freqs from this site, all is fine with receiving, except that it stutters while a transmission is going on, almost like it is set to scan priority channels, but priority is turned off........iv wiped the mem and settings and it still does it. when it stutters i lose part of what is being said.it also stutters when listening to weather channels. the stutters are about 2 to 3 seconds long and about every 2 to 4 seconds while in a transmission. also does it while listening to sky-warn for my area. how do i get rid of the stutter? thanks in advance for any help.

this is my 1st digital scanner and still learning. :)

it does the same thing using "close call dnd" and "close call off" and i checked each bank using free-scan and priority on all channels show as being off.
i did see an empty bank called close call, with no channels in it.

How about "Weather Priority"?

thanks a million KevinC, that seems to have been my problem so far, everything i checked was fine except for weather priority. i guess with weather i have to use f-weather to listen to that.lol
