BCD436HP/BCD536HP: Charging time setting vs amperage

Other than the obvious setting of charging time, does changing this value alter the charging amperage? If not, why have a setting to change it?

No. The charge time setting changes the charge time.

Higher AH batteries require more charge time but the charging rate in the scanner if fixed. It's been a while but I think it comes with 2300 AH batteries and the scanner is set to charge those batteries and it assumes the batteries are dead or nearly so.

For me, the question is moot. Except in an emergency, I do not charge the batteries in the scanner.
