470.0250 went live last week. It's still a bit weak, but that will improve as the system is completed. Revere and Everett have also been confirmed as active. Lynn has been rumored to be active, but not confirmed yet. Lexington FD was active on their new frequency, but seems to have gone off line.
The Metrofire and MBHSR build outs are not part of the same project, at least as far as funding goes. All of the licensing is being handled out of Boston, but the non MBHSR cities are paying for the upgrades on their own.
The Sparks list is for the most part accurate in regard to PL and DPL information. There are a few differences between the list and what has been heard on the air, but it's still a good guide as to what's going on.
