I'm new to scanning and was wondering if anyone could explain whether the frequency/license below for Chester County 800 mHz conventional is really "Conventional" or actually "trunked" (or to be trunked at some future time)?

When you click the callsign link ( http://www.radioreference.com/modules.php?name=RR&action=fcc&cs=WPHC705 ) to the license information it says something about the system being trunked? What gives? Is it conventional or trunked. Is this a database glitch? Please explain enlightened ones!
