How come whenever I listen to the Chester county fire rebroadcasts on both 159.60 and 159.735 I don't hear voice properly? This has been going on for a couple months now. I believe there is traffic on the channels when this happens, and I hear tone and a very low, unintelligible voice.

I think it sounds fine to me and im the one thats broadcasting it.Yes its a rebroadcast from the 800MHz trunked system thats why it has a tone at the begining and at the end of transmission.

It's possible you are hearing the channels when they are being worked on. Chester County has been upgrading the microwave system for a while now. I know the dispatch channel (160.185) gets annoyingly distorted at times.
