Chester County Will be Implementing a P25 System in the near future.

Here is the documentation (10.4 MB) http://www.google.com/url?sa=t&rct=...IqVfShompvsGV9Rtw&sig2=NSZWAAxw0ilb0_Ik47K2Iw Although it is a large file, it gives a very comprehensive look at the existing LTR system in terms of coverage, microwave links, etc. and how the new system would use/upgrade the existing infrastructure.

According to the document, Chester County has applied for the licence of these frequencies:

769.53125 MHz
769.54375 MHz
771.18125 MHz
771.19375 MHz
771.55625 MHz
771.56875 MHz
771.88125 MHz
771.89375 MHz
772.23125 MHz
772.24375 MHz
772.63125 MHz
772.64375 MHz
773.48125 MHz
773.49375 MHz
773.90625 MHz
773.91875 MHz
774.63125 MHz
774.64375 MHz

We should know who the contract will be awarded to by Feb. 22nd, 2012 .

"159B4.1.3 Encryption and Over-the-Air-Rekeying (OTAR)

As an option, Chester County requests details and optional pricing for multi-key, 256 bit AES encryption with a single key management facility and four (4) key loaders. The Proposer shall provide costs of encryption on a per-channel and per emergency responder radio basis."

"All new infrastructure and portable and mobile radios proposed shall be compatible with and be software upgradable to P25 Phase II compliance. It is required that the equipment be capable of offering P25 Phase II TDMA 2-slot operation to ensure compliance with the FCC’s 2017 spectrum efficiency requirement for 700 MHz operation."

No scanner can scan P25 Phase II correct?

They might intend on licensing those frequencies at some point, but as of now there are no issued licenses and no pending applications for any 700 MHz frequencies in Chester County. The frequencies you listed are simply the 12.5 kHz frequencies that were allotted to Chester County by the Region 28 700 MHz planning committee a few years ago.

Anything would be an improvement over the EFJunk system. Too bad I'll probably be in the other end of the state by the time they get the new system working.

As far as I know, the date is still the 22nd.
I have been poking around a little to see if anything has changed, but have not yeilded any results as of yet.

P.S. The 22nd is the day when the contract will be awarded, the press release might not come until later.

I can assure you if one of the vendors is alerted that the contract will be awarded to them, it won't take long to make it's way to the internet (aka HERE). Probably be posted here by the afternoon of the 22nd. ;-)
