I'm sure it would help the group if you were more specific about what TGID(s) you put in. One dispatch & numerous tac channels listed for Fire/EMS...

I put in the 42054 is that the right one to use
Yes, if we assume that Chester Fire and EMS are actively using Palmetto 800. They may still be active on VHF. Chester County EMS also has a talkgroup on Fleettalk that I think they used at some point. There probably needs to be some updated confirmation on exactly which radio system each agency is using.
Sometimes, talkgroups on a radio system are assigned with the intent that they can be used, or will be used at some point or in certain circumstances. It doesn't necessarily mean they are actively used.
Chester County Fire And EMS are now using the palmetto 800 full time as of late last summer, from what I have heard and they are using APX 4500 mobiles and 4000 portables. Fire and EMS are now dispatched jointly on the same TG and VHF is used for backup communications.
The 42052 is the right id
42054 and I would add all of the ops channels into my scan list as well. I prefer id search while scanning but if you don’t want to hear everything coming off the site then ID SCAN. Just out of curiosity what scanner are you using?
