No, youre not going to see a low band antenna on many Henrico PD cars. Some MAY have SIRS installed, but not the average HPD cruiser. HPD DOES however monitor SIRS in their comm center...or at least they used to. I was advised when I worked in Richmond that some of the Richmond PD traffic division cars had SIRS installed, but then again, that was ten years ago.

Richmond Sheriff cars still have SIRS...I'm yet to see a Henrico cruiser with a lowband antenna on it, however.
