Chili should be on 154.31..Monroe County 5 (Fire Dispatch) for most dispatches..then they move to either 154.175 or 154.385 as far as I know.
The real question is..Does anyone have any of the QC2 codes for Monroe County and the various fire departments?

154.310 / Ch. 5 is County Fire Dispatch
154.175 / Ch. 4 is County West Fireground
I used to live in Rochester, I would also keep 154.340 / Ch. 6 programmed in. It was used for (maybe still is) City / County HAZMAT Ops, and it was also used for Chief-to-Chief comms.

I concur with Theo 
and I will just add that I'm always accepting information about tones for anywhere in New York State. My website was the first NY-based source for fire tones online and much of the info outside the Capital District has been submitted by site users. As stated on my home page, all tone submissions will be treated as anonymous.
