I speak Chinese and I've been trying to find some frequencies where Chinese is mostly spoken so that I can hone my hearing. So far, I've found a Chinese car dispatch on 451.6500, but that's about it. I don't have shortwave or SCA capabilities either so those are out of the window too.

Does anyone know any frequencies which are primarily Chinese speaking?

Found the Fenghua Bus (151.6550) and another car company (151.5200, 159.8700) on the DB.

Try 478.4375 (481.4375 for cars) for Golden Horse car service
472.0875 for unknown car service

There are also quite a few on 0D1A trunked system on 900MHz (935.3000Mhz control channel)

i thought there was a requirment from the fcc that state's something to the effect of while being on/in american soil/waterways/air space, english will be the language spoken over the airwaves ?. yes,i have heard the spanish taxi freq's on uhf from nyc.

if i'm not mistaken, all pilot's on commercial airliners use english as the accepted language all over the world. sometime's with a heavy accent of their primary language thrown in for good measure !.

I checked the FCC website & the answer appears to be ambiguous at best, some services require you to be able to speak English & others don't even mention it in their licensing rules & regulations. However in the interest of ethnic global harmony & to eliminate racism in the communications community, maybe we should get back to the basics, let an accent never be heard.
